​Hallmark at Columbia is operated under a housing program established by Section 42 of the Internal Revenue Code. This program's intentions are designed to accommodate the housing needs of moderate income families and individuals by requiring applicants meet certain standards at move-in. All leasing is done in accordance with the Fair Housing Law.
